Aoba is an assassin belonging to Yatagarasu as a representative of Ueno, he also belongs to the New World Order as Leo's subordinate.
During the New World Order attack on the kindergarten, Aoba fights Luke and ultimately kills him but not before Luke cuts both of his legs off, despite the major injury he was saved by Leo in the retreat.
