Chiaki Kon is a transfer student in episode 19 of the Higurashi no Naku Koro ni Kai Specials. She's extremely shy and nervous during her introduction.
Her name is a nod to the anime director Chiaki Kon, who directed these specials and the Higurashi no Naku Koro ni TV adaptations by Studio DEEN.
