Chiaki Shinoda

Shinoda Chiaki was a former student who wrote a thesis on the physics within the gate and was appointed to the National Laboratory after her graduation. She had stolen classified information from the national lab, and was supposed to meet Luise, to give it to him. (Source: Wikia)
