A prominent space researcher who happens to be a part of the Devil's Fang.
He was also once the leader of the infamous criminal organization, Jackal, which was taken down by Agents Silver and Purple.
He is obsessed with aliens to the point where he would capture them. Because of this, after learning about Phoenix's existence, he constantly tries to capture him. Dr. Neo actually wears a wig to cover up the fact that he is bald.
However, the wig also conceals his old age. In reality, he is over ninety years-old.
