Part of the Innocent Organization.
The elderly Kashim is de facto leader of the Innocent, being able to accomplish his ideals while hiding certain facts from true Innocent leader, Arthur Rank. Towards the end of the series he becomes the primary antagonist and makes multiple attempts to destroy the Iron Gear and Solt organization, as well as Arthur himself. It is his personality that was implanted into Elchi's during her brainwashing.
