The Prosecutor, also known by his real name Saulcai, is a top tier member of the Hero Clan's Special Forces and one of the strongest heroes of his generation. He is an incredibly strong hero that operates in District 16: Cloud Garden.
After the transportation of The Torch, he was captured by Villains and given to the Puppeteer to be used as a human weapon.
