Rio is a villain working under Noir. He challenges the Precures as Julio, and later befriends them in an undercover disguise with the name Rio Kuroki. He claims to despise sweets, yet he seems to be very knowledgeable about making them.
He is a fairy whose true name is Pikario. He is Ciel Kirahoshi's twin brother.
