Rui Ninomiya

The creator of Director X and the system it oversees, the GALAX Network. He usually appears as a cross-dressing man in public. He is the user of an alien power called "Crowds", an avatar of some sort that utilizes other people in the GALAX Network to act as his minion. He controls this system through the same device as the Gatchaman called "NOTE", although he obtained them through different means.

Unlike the other Gatchaman, Rui obtained his NOTE from Berg-Katze, the destructive alien hellbent on the destruction of planet Earth. Rui himself doesn't utilize the NOTE like the Gatchaman does, where they transform into an exoskeleton battlesuit. Instead, he transforms others to do his bidding. He gains a Gachaman battlesuit later on after the Crowds Incident in Tachikawa City.
