Manager of the amusement park "Oh-edo Land", he's the head chief of the "Shadow Army" who seeks to overthrow the Japanese government. Proclaiming himself "Shogun", he plots to return Japan to it's correct and proper Edo period traditions by ruling it himself. In actuality, he's an American.
