He is the chairman of Invader Rights Association board and the adoptive father of Angel Usukubo. As part of the activist organization, Yakushi shows contempt for the Rangers and a certain empathy for the Invaders. He seeks the disbandment of the Rangers and a world where humans and Invaders can co-exist.
